Members in Attendance:                           
              Chairman Kenneth Stuart, Vice Chair David Hall, Selectmen Mike Chizy, John Hebert and Paul Maynard     
                Town Administrator James Smith & Debbie Jacques, secretary   

 Chairman Stuart calls the meeting to order at 7:00pm followed by the Pledge of Allegiance

Public Forum: no comments

Selectman Hall motions to approve June 17th, 2014 BOS minutes as presented, Selectman Hebert 2nds passes 5-0

New Appointments: Lauren Rothermich is requesting an appointment to the Conservation Commission; she was before the BOS last year expressing an interest in this board, this appointment will fill the seat left vacant by long time board member Mark Briggs; also requesting appointment is Miriam Sanderson, Associate member on the Planning Board, this is to fill a Planning Board seat left vacant by Tomm Connors. Selectman Chizy says he is all for alternate board members moving into board seats. Selectman Hebert concurs with Chizy, Selectman Hall says new members are enthusiastic and these individuals are really qualified. Selectman Maynard says it is good to have a pool of people that attend meetings. Chairman Stuart compliments Selectman Chizy on discussing the need to have associate positions on Boards; he goes on to offer his thanks to Lauren and Miriam.  Selectman Chizy motions to appoint Lauren Rothermich to the Conservation Commission for a 3 year term, Selectman Hall 2nds passes 5-0. Selectman Chizy motions to appoint Miriam Sanderson from Associate Planning Board member to Planning Board member for a 3 year term Selectman Hebert 2nds passes 5-0.

PUBLIC HEARING** Lorden Propane as read by Selectman Chizy (posted in the June 12th Millbury Sutton Chronicle): present is AJ Robichaud representing Lorden Propane and Fire Chief Matt Belsito: TA Smith informs BOS they have gone through an extensive Planning Board process, Planning did approve with conditions. Fire Chief Belsito and Emergency Mgmnt Paul Maynard sat in on these meetings. The one issue they had was to insure there was enough water to deal with an emergency should one arise. Under chapter 148, the BOS issue the license. Chief Belsito says it was a lengthy process; meetings included Building Commissioner John Couture, Paul Maynard, Jen Hager, and Dept. of Fire Services. After several meetings, they reduced the number of tanks from 4 to 2 as well as agreeing to partially bury the tanks. There will be a 10,000 gallon cistern on site as well as agreement by surrounding towns to respond should an emergency occur. Chief Belsito says the 1st and foremost was the safety of the town. He goes on to say no stone was left unturned. AJ Robichaud says there will be a plan to train with the Fire Dept to insure ample training for all involved. Selectman Chizy is comfortable knowing the our officials are all set with this project, Selectman Hebert offers his thanks to the expertise of Chief Belsito and EMD Paul Maynard, he is confident this is a good company and safety measures will be met. Selectman Hall agrees there is a level of comfort with our officials work on this project and safety issues, Dave goes on to ask how many similar locations does Lorden own, Mr. Robichaud responds one currently and one under construction with no safety issues as of yet. Selectman Hall says there is a draft of the Emergency Contingency plan which is a long way from complete, can our approval be contingent on all areas being dealt with before they go live. TA Smith replies yes, when Planning Board gives approval it is like an order of conditions, all items must be met before approved. Mr. Robichaud says the Emergency Contingency Plan is usually done at the completion of the project not at the forefront. Selectman Hall says good luck and hopes to have a long very tight partnership. Selectman Maynard said there were some concerns regarding the Emergency Plan but they are small issues, Paul thanks Chief Belsito for doing his homework. Chairman Stuart has full trust in Chief Belsito and is sure all the final checks will be done, this is certainly the type of business we want, they will be a wonderful addition to Sutton, thank you to all that participated in meetings to make this happen. Hearing no further comments, Selectman Chizy motions to close the Public Hearing, Selectman Maynard 2nds passes 5-0. Selectman Hall motions to approve the license request of Lorden Propane to install 2-60,000 gallon mounded propane tanks and domicile delivery trucks & transport trailers with a total onsite aggregate amount not to exceed 150,000 gallons of propane and 1 – 1,000 gallon above ground tank for diesel fuel at 63 Worcester-Providence TPK (map 5/parcel 133) in Sutton MA. Providing all conditions be met with Fire Chief Matt Belsito and Emergency Management including the completion of the Emergency Contingency Plan, Selectman Chizy 2nds passes 5-0

Sutton Youth Baseball 3rd field/Hough Road: Jeff Paulhus is present. TA smith says this is for a 3rd field on Hough Road to house a team “Blackstone Valley Thunder”. This would be for exclusive use on Sat. & Sun. from March 1 through November 1st. The next step for Mr. Paulhus is to go in front of the Planning Board for site plan review. Selectman Chizy asks if other baseball teams can use during the week, Mr. Paulhus replies yes, other teams will have full use during the week. Selectman Hebert asks the age of the players, Mr. Paulhus replies 10-14 years old. Hebert says this is utilizing the area appropriately. Selectman Hall was impressed when he attended the opening day, the fields are very nice, he asks if there will be enough parking, Mr. Paulhus replies if the driveway is accepted through Planning there will be additional parking. Selectman Maynard thanks Mr. Paulhus for all he does for the baseball league and says the fields are well maintained. Chairman Stuart thanks Jeff for all he does, Ken goes on to say Jeff has put a lot of time and his own money into these fields including the field at the high school, this has helped out the entire town , this has made Sutton not just a soccer town but baseball as well. Selectman Hebert motions to approve the consent agreement with Sutton Youth Baseball for a third baseball field to be constructed at Hough Road to house the Blackstone Valley Thunder team pending the Sutton Planning Board site plan review & approval, Selectman Hall 2nds passes 5-0

Board Reappointments: TA Smith takes this time to thank the 3 individuals who have chosen to not be reappointed: Brian Allen, Mark Briggs and Tomm Connors. Clerk of BOS Chizy reads the list of reappointments (list attached) Selectman Maynard motions  to reappoint as read board & commission reappointments, Selectman Chizy 2nds passes 5-0

Year End Transfers: Town Accountant Tim Harrison is present. He addresses the BOS asking to authorize the following transfers under MGL Chapter 77, Acts of 2006 (request attached), if approved by the BOS it then goes to the Finance Committee for ratification. The window for this to be completed yearly is June 15 through July 15. Selectman Hebert says this all fits in line and thanks the Financial Team for the good shape Sutton is in; Selectman Hall asks if this is all of the anticipated deficits, Tim responds this is what is known at this time, there is $6,000.00 in the reserve fund if needed. Selectman Maynard has no questions for Tim or Jim, they do an unbelievable job, Chairman Stuart says we have a great financial team; this is a normal course of business every year. Selectman Hall motions to approve as presented FY14 Year End Transfers Selectman Maynard 2nds passes 5-0
     
Town Administrator Update:
  • Tour of Manchaug Pond: TA Smith and the BOS have been invited for a boat ride on Manchaug Pond Friday July 18th to view a number of improvements resulting from the partnership between Manchaug Pond Association and the Town of Sutton.
  • MRA Multisport Triathlon Summer Solstice took place Friday June 20th, 180 participated. Alex Rogozenski appreciated the electricity to the site special thanks to John Couture, Larry Morris and NGrid for their assistance. There will be a monetary and can good  donation to the Food Pantry  
  • Sustainable Communities Advisory Committee: TA Smith has been appointed to this committee with ICMA; Sutton is a leader in a sustainable community.
  • Alert to Med Star: changeover took place at midnight June 30th; Chief Belsito was present for the transition and stayed until the 1st call came in. We wish to thank Alert for their years of service to the town.    
 
Announcements/Correspondence:
  • Selectman Hebert is very pleased at the tour this morning attended by Congressman Jim McGovern, Senator Dick Moore, District 3, CMRP, Jen Hager, Jim Smith and 3 Selectmen.  It was very well received; they toured the school project, Shaw Farm, location of possible new police station, Atlas Box, location of proposed Lorden Propane & Marion’s Camp.  Selectman Hebert asks for a letter of thanks be sent to Congressman McGovern and Senator Moore.
  • Selectman Hall is glad to hear the tour went well and it was well represented by the BOS. Dave also thanks all that have chosen to be reappointed to boards as well as those that have not.
  • Selectman Maynard asks if letters of thanks can be sent to reappointed individuals. Paul also mentions the new ambulance service in town.
  • Chairman Stuart recognizes Selectman Hebert for orchestrating the tour today, this shows the passion John has for the town with best intentions for the town carried forward. Congrats to Jen and Jim for a great presentation during the tour.  
Round Table:  
  • Selectman Chizy reminds all the need for food at the Food Pantry especially with summer here.
